I've had this happen to me several times lately in various apps. Sometimes I can just type a few characters manually, delete them and then the dictation works. Other times, I have to remove the app from the app switcher and re-open the app. If I could not get it to work after trying those two things, I guess I would completely shut my phone off for a couple of minutes but I have not had to do that yet.
