There are a few apps which work well as accessible GPS. Apple Maps is already 
on the iPhone and is fully accessible. Apple Maps is the app I usually use. 
Apple Maps requires a data connection as it does not keep the maps on the 
iPhone.

Navigon and TomTom download maps onto the iPhone, so a data connection is not 
necessary. Both apps are accessible. Because they download the maps, they can 
take up a fair amount of memory, depending on the country where one resides.

Google Maps is similar to Apple Maps. Like Apple Maps, it is free, and it 
requires a data connection.

If turn by turn navigation is not required, Ariadne and BlindSquare are 
alternatives which are targeted more toward the blind. Ariadne shows one's 
current address. BlindSquare announces upcoming intersections as well as 
displaying one's current address. BlindSquare uses the FourSquare database, and 
is rather more expensive.
