There is a difference between retail packaging, non-retail packaging which
Amazon also calls "frustration free packaging" and bulk packaging. Below is
a link from Amazon.ca regarding the use of frustration free packaging. I
think the term "frustration free" is a good one because I often bought
something and was quite frustrated by the way it was packaged especially
when it almost takes a pound of dynamite or the use of a machete to get into
it.

on Amazon, if you check out the results you will find that it is available
in 3 package choices:

Often the price of an item for retail packaging and frustration free
packaging is the same and it's the bulk packaging items one has to be

This is my second Voyager Legend - I lost the first one. The unit itself is
pretty good, the support crew is superior to most. Be advised if you get the
"Bulk Packaging" one you get the head set and the charger, THAT'S IT ! My
first one was the "Retail" version, although the headsets are than same,
with the retail you get instructions, different size earbuds and ear
cushions. You get none of that with the bulk. Also you must go to their
website to get any instruction on how to activate it. I had to call them to
get the proper ear buds and cushions.

Be cautious when you buy a "new" bulk package from 100% positive feedback
online store!

The new bulk package Plantronic Voyager Legend BT Headset I received is
apparently NOT new, it looks not months old, but years old! I tried to wipe
out the scratch marks all over the "outside" of the rubber area with my
finger tip, no use. I'd upload the picture of it if I know how. I've been
shopping with Amazon for many years but this is my first time to receive a
used "new" item from a seller, one having 100% positive feedback! What a
shame!

The headset is great but bulk packaging is sad. I actually received a used
headset with a lot of scratches on it. Thanks to Amazon Prime, I returned it
hassle free.

Suggests to me the difference with software between OEM and retail which is
to say - OEM is volume sale in minimal presentation packaging and priced for
volume sale.
retails is presented more expensively and priced for individual sale.

A trader that picked up the end of a non-retail batch should be able to
offer at the volume price, though suspect it is breaking some trading clause
to do so.
