The only way you could do this, in my thinking, is to have the keyboard navigation stop on a blank part of the screen. I don't think it will do this, so you will always be on an app when you drop the file you are moving and thus will likely create a folder. I don't know this for sure, but someone will likely correct me if I am not correct.
