I have a windows pc but sync my iPhone and iPad through itunes but on my iPad in saffari none of the book marks that are on my phone are there.

Last I knew, Safari wasn't accessible on Windows, so if you have a PC and not a Mac, then I'm not sure how well this would work. Here's an article on how to do this with a Mac http://www.maciverse.com/sync-safari-bookmarks-to-your-ipad.html I'm not trying to talk anyone into using iCloud, I don't use it myself, but this is exactly why such cloud services exist, namely to have content consistent between separate devices.
