Apple doesn't force you to update IOS, but new versions will be
downloaded for you and stored on your phone until you are ready to
update. Apple also drops support for older versions of IOS fairly
quickly after a new version is released, and app developers may not
choose to continue to support old versions of IOS. You also cannot
downgrade to an older version of IOS once you've installed a newer version.

If you are talking about app updates, you can turn off automatic updating in

I am not sure if Apple is still letting you ignore iOS updates, but I think
you can choose not to update the iOS.
I'll let someone who jailbreaks their phone answer the other part of your
question.
