Hi, Connect your iPad to your computer and choose to restore it. After it reloads the latest firmware, you'll be presented with choices to set the iPad up as new, restore from iCloud, or restore from a backup. Choose to restore from a backup, and select the backup you made of your other iPad. Enter the password when asked. Everything should be copied to the new one.
