If you want to try it out go to settings > accessibility > VoiceOver >
rotor and select handwriting.

I don't own an iPad, but while on a home screen try the following if you
have handwriting on your rotor:
1. Tap the center of the screen once to place focus on your list of apps.
2. Use the rotor gesture to switch focus to "handwriting."
3. Use your finger to draw a letter W on the screen.
4. When the list of results show, use 2 fingers to swipe down the list of
found apps.
5. When you are finished looking for your app, simply use 2-fingers and
draw
a letter Z on the screen to execute the scrub gesture. You will be placed
back on your Home screen.
Again, this definitely works for iPod and iPhone, so give it a shot--though
the consensus seems to be one of no built-in Weather app on the iPad.

What is weird is I can see the weather in the notification centre but there
is no app. It's new so don't know if there was an app or not but if so, it
vanished. I didn't change anything.
