If a Mac app is wanted, Audacity is my choice. Garageband may work, depending on what your friend wants to do. Both are free; Garageband is either already installed or available from the App Store, while audacity is at http://audacity.sourceforge.net
As with most editors, 3GP files are not supported. Record in a more common format or you will not be able to edit the files.
