Actually, no, it is not a bug in either Kindle, the book, or VO. When the language is set to default language, any other language mark is read in that language by that language voice. Since it sounded like an Asian voice, there was most likely some sort of character mark in that particular language which the English voice could not pronounce. Therefore, when reading the page using another English voice, the funny symbol mark is not even attempted by VO.
If one flicks through all of the language choices in the rotor, one will find one's default language listed a second time without the words, default language, announced at the same time. With the language rotor set on this occurrance of one's language, VO will not change to other languages, and will read in the desired voice.
