You are correct in that Apple Maps doesn't prompt you to download any specific app, but there's definitely a large list of third party apps that it recommends to you even if they aren't on your phone. When you request transit directions, you're taken to a screen with two sections: "installed apps" and "from the App Store". The latter section does indeed allow you to download any of the recommended apps that you don't currently have on your device.
