Of course, they want the customer's testing experience to be the best it possibly can be. Also, with iPhone 5s vastly leading in resale value, it makes sense for T-Mobile to use iPhones, which retain their value far better than iPhone wannabes, so T-Mobile can recoup a significant portion of their program's device costs.
