This is perfectly normal. I believe Facetime is also automatically turned on

just like in previous updates.

Subject: Beware Bluetooth Upon Updateing to iOS 7.1.2
Hello Everyone,
Upon updating to iOS 7.1.2 from 7.1.1 on my iPhone 5 S, I noticed that my
Bluetooth radio was reset to, "ON", despite being set to, "OFF", just before
updating.
