The encrypted backup is the most complete one. If you can restore from it, you don't need to restore from iCloud, too. I think of iCloud as having enough information to get me up and running if my phone were to go down and I was not at my computer to restore from my encrypted backup. And the two or three times I have restored from my encrypted backup, my contacts were restored.
