That should present your media the way Match stored it; again, it will all be online at first, but you can pull down local copies of anything. That assumes that you signed into it before the drive crashed, and that the external drive contained your iTunes library so iTunes could grab and match all those tracks, and that you didn't hit the 25,000 track maximum. Even if you hit the limit, you should still have the first 25,000 tracks, though. Anyway, and again I've only read about this and not actually done it, just sign into iTunes, turn on Match, and then all your music will be there. It won't download, it is all in the cloud to start with, but you can download any or all of your files through iTunes if you want locally available copies.
