No, can't say it does this on my 5S. I just rebooted the phone and
immediately after Voiceover came on I put in my passcode and went to
Settings, it still opened right on the cellular page where I had left it and
a 4-finger tap put me right on the reset button and it told me my last reset
date which I happen to know is correct. Data usage was also displayed the
same as before the reboot.
I don't think this is necessary an issue with Voiceover. I guess to be sure
you would have to turn off Voiceover, then ask a sighted person to shut down
your phone, restart it and then log in and check as soon as the lock screen
appears.
I know, however, that the lock screen and the unlock button for a sighted
user shows up a few seconds before Voiceover speaks just as on a Windows PC
the login prompt is displayed usually 3 to 5 seconds before Jaws starts
talking. Yes, I know this might not be a good comparison since Jaws is
third-party software which is loaded after Windows loads, but what I am
saying is that if the lock screen appears with the unlock button the phone
is ready for use and whether Voiceover is running or not should make no
difference.

Hello, everyone.

Sometimes, my iPhone 5 running iOS 7.1.2 reports an incorrect figure
for cellular data usage and claims there has never been a data reset.
This problem occurs if I try to access the cellular data usage as soon
as the iPhone starts speakin.  Here's what I do to force this
behavior:

1.  Turn off the phone, and turn it on again.

2.  As soon as VoiceOver starts to speak, unlock the phone.

3.  Go to "Settings -> Cellular."

4.  Under the "Cellular Data Usage" heading, check the figure for
"CurretPeriod."  It may not be correct.  At the endd of this section,
check "Last reset."  The iPhone may report "never" instead of the last
date on which a data reset occurred.

If I wait perhaps twenty seconds after the phone has started to speak
on power-up and then access the "Settings" menu, this behavior is much
less likely to occur.  I am guessing that VoiceOver starts to speak
before the phone has finished loading the components necessary for its
correct operation.

Can anyone replicate these findings?
