Handwriting moves to that spot whenever one opens a new app. This permits one to easily go into handwriting mode. As to the other situation, whenever actions becomes active, the rotor is automatically switched to actions. When Actions disengages, the last item on the rotor list in settings, general, accessibility, VoiceOver, rotor, becomes active.
