Glad you worked it out. The phone will vibrate once when you flip the switch to 
muted, whether it is locked or not. If locked, it will do nothing at all when 
you un-mute it; if unlocked, VoiceOver will say "unmated". Remember: when the 
switch is nearer the screen, the phone is not muted, when it is nearer the back 
panel, it is muted.
