The trick is that the program needs to be visible on the screen before
the double tap will work. I explore by touch to see if what I'm looking
for is on the screen or not, and if not, I use a double tap and hold
followed by sliding my finger up or down the screen to move the content
I'm looking for onto the visible screen. There are podcasts, I think
there's one on AppleVis.com, that does a better job of describing this
than I can do.
I don't have the problem you're seeing with the resume not picking up
where I left off.

Hello: this may have been discussed before on the list. I am finding the
app for Netfliks a little difficult to use. When swiping to a program,
when I tap on it it doesn't open. Also, when resuming a program the
place where I left off is lost. On the computer using Jaws accessibility
isn't much better. Has anyone else using Netfliks had these problems?
Thank you for any help.
