First of all, realize that all the national carriers usually don’t all
have the same quality of coverage in a given part of the country.
Check with local folks to learn which carriers are reliable in your
area and also check coverage maps with sighted people or with the
carriers.

That said, you should only buy a used unlocked phone.  Don’t settle
for anything less, as you could run into problems.  The phone could be
lock to a specific account, not just to a carrier.  The account may
not have fulfilled its contract and you might need to pay money to
activate the phone on the carrier’s network.  Verizon iPhones can be
used on Verizon, AT&T and T-Mobile and their resellers, like page
Plus, Straight Talk and Net 10.  Phones for AT&T and T-Mobile can be
used on each other’s networks as well as unlocked iPhones bought from
Apple.  These three kinds of iPhones can’t be used on Sprint or
Verizon networks.
