In my opinion, the best one used to be an app called believe it or not, Light Detector but the latest upgrade of that app actually seemed to be less sensitive in my opinion. The other app I have is Seeing Assistant Light, note that's l I g h t and not to be confused with l I t e which is a different suite of apps from the same company. I find this one to be the best I have tried so far and it works great on things like flashing LEDs actually making a sound that indicates that the LED is flashing as opposed to steady. And, this one is actually free or at least it was when I grabbed it.
