which will make CAPTCHA accessible on iOS.

Other than taking a screenshot, I don't know of any solution. Some folks have
been able to read the captchas with Voiceover hints enabled, but this depends
on whether the text is included in an image tag. Experiment with some sites
with hints enabled and see what you come up with.
