You can double tap anywhere on the screen to answer a call, even with the speech off. The VkoiceOver gestures are still active, just the speech is off. Lucy Edmonds

I am allowing all calls and messages through however. This seems to have stopped the announcements of how many notifications I have but I still see how many there are and can access all of them as soon as I press the power button to go into the unlock screen. Secondly, if you havent taken all of the apps that you do not want notification alerts out of showing up in notification center, even though you have turned off speak notifications off in accessibility, notifications will still be spoken. So remove all necessary apps from the notification center by tapping on the app while in notification center and select to turn off sounds and the alert being shown on the lock screen. One would think that by turning off "speak notifications in lock screen," in accessibility, this would override any thing in notification center. Guess this is a bug of sorts.
