You can double tap anywhere on the screen to answer a call, even with the 
speech off. The VkoiceOver gestures are still active, just the speech is off.

That makes sense, but does that make it harder to answer the phone quickly 
since you either have to turn speech on to know where you are or double-tap 
"blindly" (pun intended!)?

I have a similar annoyance with notifications on the lock screen. My solution 
for this is to do a 3 finger double tap to turn speech off and leave it that 
way until I want to see what new alerts are there. I simply hit the home 
button, and do another 3 finger double tap to turn speech back on and then do 
what I want on the lock screen then turn speech back off. Using this method, 
you still hear the notification sound when one comes in but no speech. Not sure 
if this works for you but just another suggestion.

I finally just decided to turn "manual" on for Do Not Disturb, at least when I 
am working with a braille display. I am allowing all calls and messages through 
however. This seems to have stopped the announcements of how many notifications 
I have but I still see how many there are and can access all of them as soon as 
I press the power button to go into the unlock screen. If I find I am missing 
anything important I will then reconsider other strategies. of course when 
running around the house or elsewhere and not using a braille display I can 
just turn manual off.

By turning off "show on lock screen" but keeping on Access Notification Center 
from the lock screen should accomplish what you want.

This is how I have my settings and No alerts are announced from the lock screen 
unless I open Notification Center.

I am using an iPhone 5 with the latest IOS.

both notification center and accessibility are both found under settings, this 
is one reason that I was confused. Secondly, if you havent taken all of the 
apps that you do not want notification alerts out of showing up in notification 
center, even though you have turned off speak notifications off in 
accessibility, notifications will still be spoken. So remove all necessary apps 
from the notification center by tapping on the app while in notification center 
and select to turn off sounds and the alert being shown on the lock screen.

One would think that by turning off "speak notifications in lock screen," in 
accessibility, this would override any thing in notification center.  Guess 
this is a bug of sorts.

off. Shawn has it almost right; it doesn't announce the number of notifications

notifications I have and then after a few seconds says "screen locked". I don't 
know if it is doing this at intervals or whenever a new notification comes in 
or what is the trigger but it is very annoying and it is happening across all 
devices that I have set not to show notifications in locked screen. I hope this
