We will just have to wait and see, but the Apple Watch does run iOS so I don’t see why it wouldn’t have Voiceover.

This device is not, and may not be, offered for sale or lease, or sold or leased, until authorization is obtained. Since it’s not out until early next year which I guess could mean anything from January through April that shouldn’t be an issue.
