Everything can be done via iTunes. If you connect the phone and select to "Restore", you will be presented with whatever backups you have on your computer and you can choose one to rrestore from.
Yes, Erase all data and settings under Reset will return the phone to the factory default and then ask if you want to restore either from an iCloud backup or from a backup on your computer but of course you still have to first connect the phone to the computer. The option to wipe the phone under Touch Id and Passcode is a security measure. If you turn this on, your phone would be erased after 10 failed password attempts. If the encrypted back up includes your wifi password, ,?, and the first thing you get asked to do when setting up the phone is put in your wifi password, it doesn't make sense to me unless you can tell itunes to do the whole thing except touch id which is in the secure enclave. I recall seeing something in touch id and passcode about wiping the phone, is this different from erasing all data and settings?
