These settings when checked will let you use cellular data when not connected to WI-FI. Just uncheck the items if you want to restrict everything to WI-FI only. I have some of my favorite apps on my iPhone 4 and it's restricted to WI-FI because the phone part is not active or I should say it's not connected to AT&T any longer.
