First, remember that they only appear in the rotor at places where you would be typing. I changed mine from standard, which it was on when I started setup, to touch while still in the setup.
Also, there are three kinds of typing now: direct touch typing, touch typing (what you have been used to in touch typing) and standard typing. Finally, you can now set typing in Settings > Accessibility > Voiceover > typing style. Unless there is something specifically going on with your i-device or some i-devices, touch typing does indeed still work. I suspect that when your device came back on it was set to standard typing and you didn't realize it. But that's just a guess on my part. I tried and tried to turn over a new leaf.
