Hi,

In the Settings, iTunes and AppStore preferences, make sure you have unchecked 
both applications and updates.

Also note that if you share an account with someone else, and they update an 
app, if applications is checked, you'll get the newer version.

I've not heard of anyone who has had issues with this setting not working 
properly. Granted, you could be the first..
