Hi, The "Hey Siri" feature can be turned on or off under Setting/General/Siri" and the use of a battery pack does fool Siri into thinking you are charging your iDevice. Yes, the feature does only work with an external power source such as a battery, pack or charger connected. Apparently the feature will use a significant amount of juice but I haven't yet tested to see how long a pack will last under those conditions.
