After all you did, you may need to make sure whether voiceover  is still on. If 
you held down power and home button so it rebooted, you need to confirm whether 
or not voiceover is actually still on.

If you are in doubt as to whether or not voiceover is on, you could connect 
back to itunes and disable and enable voiceover over again. I can't remember 
the name of the button that is under but I think it is in summary.

Perhaps you just have speech muted. If it is on but the speech is muted, a 
tripple-tap twice should fix this.

Also maybe the volume is justg way down for voiceover. try putting an earphone 
in and see if you can hear it. If so, do a two-finger swipe-down to get it 
started talking, maybe on the home screen, even though you can't hear it and 
keep pressing the up-volume and see if the volume comes up as you do this. Do 
this until you get it as loud as it will go and then take the earphone out. You 
may then have to repeat the process with the earphone out. I have had this 
happen before.
