Just an update for those who, like me, had problems with editing voice memos. I got it to work finally. Here are the steps: After selecting desired recording find the edit button and select it. Then press start trimming. Find the start or end selection and ouble-tap and hold on it and move up or down. Vo should announce the changed start or end position. You can then lift finger and, if need be, repeat process. When done press trim. I think that for me it was confusing because in pprevious versions of iOS you could just swipe up or down without the double-tap and hold. Hope this helps someone.
