When this was first brought up I tried to move an app in the bottom row and
it worked fine. Until then I have noticed that I can move some apps out of
the bottom row or to a different place in the bottom row, but othes I can't.
On my second home screen I have 4 folders in the bottom row and I can move
all of them around as much as I please. On my first home screen I can move 2
out of the 4 apps. It would be interesting to know if others experience this
inconsistent behavior as well, all you have to do is double tap and hold on
each app in the bottom row and just see if you get the "moving..." followed
by the app name announcement. If you just hear the triple tone and nothing
else it doesn't work, if you hear the triple tone followed by Moving and the
app name then you can let go and press the home key to get out of this mode
since it would work, but you don't actually have to move the app of course.

It works the same for me except for the bug where you're trying to move 
an app out of the bottom row, the row right above the dock. If you 
double tap and hold on an app in this row, you won't hear anything. 
Could this be what you're seeing? It's been discussed quite a bit on 
list in the last day or two. The trick is to move another app down into 
that row so the app you want to move moves up out of that row.
