There are a couple of ways in which you can create a playlist.  Under File 
menu, you will find an item "new" which is the first item.  This is a submenu.  
Open it with right arrow and you will see various options there.  New playlist 
is  there with its shortcut key command+n.  Give the playlist a name.  Then if 
you are in your music library in the list of songs, interact with the table and 
as you vo+down arrow through the list, and when you find a song you want to add 
to your new playlist, call up the contextual menu with vo+shift+m, arrow down 
to "add to playlist" submenu, open it with right arro and arrow down to the 
name of your newly created list.  Either press enter on it or vo+spacebar.  The 
song will be added to your playlist.

If, however, you have a list of all songs on a particular album which you want 
to add to a new playlist,  or a list of all the songs by a particular singer or 
composer - and you can make these choices in your music library - so that all 
the relevant songs appear in a table, you can interact with the table, press 
command+a to select all, voiceover should announce it, and then you can either 
press the contextual menu shortcut combination vo+shift+m and add to playlist 
submenu and find your list to add all the songs to it.  Or else,  having 
highlighted all the songs in the table you can press command+shift+n and create 
new playlist from selection.  The dialog that appears is self-explanatory.

To sink to your iPad mini, find your iPad in the device list when you've 
connected it to your mac.  Highlight the music tab, and choose to sink selected 
items from your music library.  This should enable a list of your playlist to 
appear in a table.  Each playlist will have a checkbox next to it which you 
have to check with vo+spacebar.  Remember to interact with the table first and 
then move up and down the list with vo+down arrow.

Once you've checked all the lists you want to sink, find the apply button and 
you are done.
