Hi Michael. A few weeks ago when I updated formerly my iPhone 4S to iOS8, if I remember correctly my voices downloaded automatically. If they don't with you, go to settings, general, Voiceover and under speech double tap the more info button next to the language you want the enhanced quality voice and then select enhanced quality.
