That is not correct. You can add US English to the rotor as an additional language, then tap on "More" to the right of US English and download Alex or select him if you have already downloaded the voice. I have my iPhone set up this way, I have the female high quality voice as my default voice, I have German added with the german high quality voice downloaded and I have US English added as a second language and selected Alex. This makes my default the high quality female voice, if I turn the rotor to Language I can flick down once to get to German or I can flick down twice or up once to set the voice to Alex.
