It is not an iOS feature at all. iOS 7 is mentioned because this tool was 
released when iOS 7 came out and Apple made it much harder to break into an 
iPhone which has been protected with a passcode and Find my iPhone. But this 
Activation Lock checker is simply a webpage where you enter a devices serial 
number or IMEI number and it will tell you whether the device is protected or 
whether it can be used. The main purpose is that if you buy a used iPhone you 
can ask for the S/N or IMEI to make sure you are not buying a stolen phone 
which is locked down.
