I assume you're talking about VoiceOver users. Remember that there's no guarantee that all of or even any of the VoiceOver bugs will be fixed in IOS 8.1. Consequently, I don't think there's any reason to wait.

IOS 8.1 is being released primarily to support new devices and features, jut as IOS 8 was. If it's going to be released in less than two weeks, it's also already been in testing and is pretty close to being locked down. I'm not saying some bugs won't be addressed, but I'm sure Apple's priorities are to start selling new devices and services and fixing bugs that they knew about when they released IOS 8.0 may not be at the top of their priorities yet.
