Yes, this is a known bug which has been mentioned a few times since the release of iOS 8 a month ago. If you double tap the Clear All button 2 or 3 times (until you hear the bonk sound which indicates there is no more text there) you can type in another search. Voiceover will still say your previous search string is there, but it actually isn't.
