I remember the hq voices have to be downloaded. I think double tapping on each of the languages you want brings up more options, including download it. You can have more than one now. Oddly, some of the hq voices don't seem as good as the older lq voices, and some of us revert despite downloading them. Can't check all that absolutely as that device isn't on.
Look under settings/general/accessibility/voiceOver, language rotor; fiddle with the voices in there.
