At the agency where I work, there are a few people with State credit cards, so 
after the Vocational Rehabilitation Counselor does the authorization, then the 
app is gifted to the individual and the itunes receipt along with the 
authorization are used for the documentation.

That way, the person receiving the app cannot spend the money on something 
else, etc.

It is a clean simple process.

That is why apps with in-app purchases or subscriptions don’t work well for 
State or Federal agencies; there is no way to gift that other than sending them 
the amount in an iTunes gift card.

How does that typically work from the point after VR or another agency 
authorizes the purchase of such an app? For example, if I got them to approve 
to pay for this or KNFB, how are the purchase orders dealt with? Do they send 
one to apple with your Apple ID email address, and then it is added to your 
account so it shows up as a previous purchase? For physical items that come 
from places that don't take a purchase order, they will want you to obtain a 
paper receipt from them to send to prove you didn't spend their check on 
something else, and to establish that you didn't buy it before they authorized 
to pay either. Does the email message that comes from iTunes usually fly for 
something like this, or is there some undocumented procedure on getting apple 
to put a physical receipt in the mail?

Having worked for a government agency, I do know that they do not want to 
purchase annual subscriptions.  The VA part of it is probably only since 
veterans probably have it paid for by the V A just like veterans here in Canada 
can get things like that paid by the DVA and the name probably has more to do 
with the funding than anything else.  Meanwhile, I have my Trekker Breeze and I 
won’t be getting an app like this one for my iPhone. I value too much my 
already short battery life on my iPhone to use it up on GPS. I might consider 
something like that if I didn’t have a stand alone device for that purpose.

Not sure why you would say “not bad for travelers”. This is simply a 
non-subscription version of the Seeing-Euye app. I am a bit confused why 
Sendero decided to release this as a separate product and why it is called 
“Veteran Affairs”. If it is not possible due to Apple restrictions to offer the 
same app version as a “free” download with a subscription or a paid one-time 
purchase then why not call it something more descriptive. When I first read 
this I thought maybe you have to proof that you are a veteran before you can 
buy this.

 

Anyhow, at $130 for a 3-year subscription, one could renew one’s subscription 
twice (6 years) and still pay $40 less than what this app costs. I think $300 
is just too much for what it is especially since I don’t think any major 
features were added since it’s release. Who knows what is available in 6 years 
which is almost as long in the future as the iPhone has been around. Not a 
purchase I will make. I think this is something not too many individuals will 
buy and probably it is strictly designed for situations where somebody gets 
funding from an agency and they are looking to buy this for a one-time price. 
Here is the announcement I received from Sendero:

The Seeing Eye GPS and Navigator apps but VA Seeing Eye GPS is a 
non-subscription version. Now available in the iTunes app Store for $299, go to

This non-subscription version was requested by the agencies and individuals 
opposed to subscription products.

 

Sendero is, by the way, offering a special for their PC Map bundle which 
normally is $200 for a 1-year subscription and which is currently on special 
for $49. That’s not a bad price.
