Sieghard, I don't have always speak notifications turned on mainly because I work at a rehab center where there are a lot of other blind people with I-things. I don't want them to hear my various notifications. I've had this setting turned off for quite a while now and have gotten the caller ID notice in iOS 7 without any issues.
