I can't reproduce this on my 4s,  very clear definition in fact.

In the entire settings menu, the on/off toggle   settings are not announced! 
You cannot know if you have turned a setting on or off! I first noticed this 
in the cellular settings, when I turn cellular data on or off I do not know! 
Similarly I do not know if LTE  is turned on or off! Later I checked in the 
shortcuts menu, yet again no announcement off the status of the buttons, 
whether we have selected on or off. For example, Enable Caps Lock Double tap 
to toggle setting is announced by Voice Over , but it's current  status is 
not announced! One will never know whether it is on or off!! This is true 
for all the items. Selecting settings with iOS 8.1 on my iPhone six is like 
Russian roulette!
