Hi,

There seems to be a great deal of confusion about what will and will
not work at setup. I for one only suggest things that have worked for
me in the past - E.G. using Siri to turn VoiceOver on, but it appears
that depending on how the setup screens are reached, different options
are available to you. For example, some report that tripple click home
turns VO on automatically. This didn't work for me setting up 2 new
iPhone 6'is from out of the box and for an iPad 2 that was restored as
a fresh device via iTunes, but it did work on my 4S & iPad 4 which
were both also restored as new devices via iTunes.
No harm in trying to use Siri though; the worst that can happen is
that it won't work, in which case try tripple click home. If tripple
click home doesn't work, try tapping in the middle of the screen &
hope that you hit the VoiceOver button. It's best to tripple click
again after every failed attempt.
