Ringtones have to be synced, they won't back up.

To do a iCloud backup first go to settings and then go to iCloud. Now in iOS 7 it use to be called storage and backup but now it is just backup.Now double tap the backup button and then choose backup now. After you backup to iCloud from the 4s now you want to restore from an iCloud backup on the 6 plus. At some point through setup it will ask you if you want to setup as new iPhone or restore from iCloud backup you want to choose restore from iCloud backup. Next choose next. Next enter the apple ID and password. Then choose the backup and then choose restore.
