Hi Tracey, the credit card used shouldn't have an impact. What counts is the account from which an app was purchased, and whether that Apple ID is now a part of the family group. There have been some instances where Family Sharing doesn't fully work until a member makes a purchase or gets a new free app. Family Sharing works just fine for Windows users with iTunes 12 and above. I don't think it is realistic to ask Apple to go back into previous versions of the operating system and add a new feature to it. That would set one heck of a precedent for no good reason.
