You can probably also use a 4-finger tap near the bottom of the screen which moves focus to the last page element which I think might even be the I Agree button. The thing is that there is only one I Agree button even though it appears that each page has one. Once you double tap on it another dialogue should pop up and you have to double tap I Agree again and then it should work.
