I don’t know if a triple click of the right button (the play/pause button) turns on Voiceover on a brandnew Apple TV out of the box, but once Voiceover is set up, the way you turn it off and back on is by pressing and holding the menu/back button which is the bottom left button. Then after about 2 seconds a menu comes up and Voiceover is the first selection. If Voiceover is running it will say “Voiceover, selected”. If Voiceover is not running pressing and holding that button for 2 seconds and then pressing the enter button (the middle of the large top button) should turn it on.
