This is taken from the Verizon web site:
A fast busy usually means the call failed to connect. If it's a normal busy 
signal means one of two things. Either they have chosen to turn off call 
waiting (rare) or they are on the phone and someone is already leaving them a 
message(also rare). 
If it happens very rarely, it's probably that somone else is leaving a message 
too, if it happens all the time, they probably have call waiting turned off.

First, double check that you don't have call waiting turned off in the phone 
settings.
If it is not turned off and it wasn't a fast busy signal the person was 
getting, then I would call Verizon and ask them what would cause someone to get 
a busy signal.

someone told me they tried to call my Verizon IPhone yesterday, and they 
got a busy signal.  Has anyone ever heard of this happening?  i am very 
concerned as I thought all cell service had call waiting as I was on a 
call but that is very strange.
