Well, I have discovered one thing that makes a real difference in how loud the clicking sounds are relative to VoiceOver speech. When audio ducking is off, the sounds are much louder than the speech. When audio ducking is on, they are much much softer. I don't think there is a volume adjustment for these sounds, but This works for me. I don't know if this is intended or not. I think I will report the finding to Apple to see if they think this is a bug or not.
