No, the way that you did it is just another way.
Just like with many things in windows, there is more than one way

Ah,
This wasn't the method I used with some good and some failing results.
Is this where I was going wrong the other week, Tom?
I simply selected the tracks in Itunes, chose the Add to Playlist
option from the context menu, and sometimes it seemed to work and
other times it didn't. That seemed the likely method to use to me.
Was I in fact trying to copy a shortcut in ITunes and not the file
itself?

Ok,
If you create a new playlist, and name it whatever you want.
Then,Go to the folder in Windows on your PC and control C to
copy either the folder, or selected files that you want in
that playlist.
Now in iTunes, Make sure that playlist is in view, and if you
tab through, you should (in iTunes 12), hear add to playlist
button, tab again and you should hear that the playlist has
zero items, another tab should just say read only. This is
where you want to paste. .
There should be something that says something like, click the
add to playlist. If you get there you are one tab too far.
iTunes may be unresponsive for a while if there are a bunch of
songs. If it is not unresponsive, it didn’t paste.
If it is, just be patient and your files will be in that
playlist, and be added to the main iTunes library.

Hi tom. The music is in other folders outside of itunes and I
would like to import it directly into a play list. I know I
can import the music into itunes but then it ets all mixed int
with all the great amount of music I have in itunes and is
very hard to find again.

If you have mp3 files on your computer, you can add them to
your iTunes library and playlist.
I’m not usre if your music is in a different place or format.
